Job Description:

Summary:

Ensures the development of all Surface Transit statewide fleet procedures and practices necessary for effective and safe vehicle operation, and the auditing of those procedures and practices in the operating environment meet compliance standards. Oversees contracts and service providers. Directs staff overseeing maintenance campaigns while supervising staff across different divisions.

Roles and Responsibilities:

  • Directs the development and implementation of the NJ Transit Bus Operations and Private Carrier Affair Quality Assurance Audit Program. Coordinates the development and implementation of audit policies and prepares detailed reports advising executive management of the results, trends and issues that impact service reliability, safety, and the Agency's image. Initiates follow-up action, as required.

  • Identifies and coordinates with the development of the new maintenance procedures. Recommends acceptance to executive management and audits implementation.

  • Assists SVP/GM and Deputy General Managers in developing policies relative to vehicle maintenance and operations.

  • Analyzes performance reports noting deficiencies for senior management. Develops corrective action plans for increasing vehicle safety, reliability and quality. Serves on the committee to evaluate all bid proposals relative to contract bus service.

  • Acts as official liaison with Department of Transportation (DOT) office of regulatory affairs on fleet safety and regulatory compliance. Serves as the Maintenance Safety Review Officer, empowered to remove buses from service that are deemed unsafe for public use.

  • Directs and controls the Quality Assurance and regulatory compliance functions of the NJ TRANSIT bus fleet, Contracted Services (Access Link) and Private Carriers Affairs, including the development of policies, procedures and practices necessary for effective and safe operation of approximately 3,700 vehicles across 40 locations. Ensures that NJ Transit owned fleet, are maintained in accordance with current NJ TRANSIT Maintenance Standard Operating Procedures.

  • Directs oversight of statewide Treatment and Pest Management Services of NJ TRANSIT’s Bus Fleet, Facilities and Terminals

  • Ensures Bus Maintenance new and used fluids testing and analysis service of the NJ TRANSIT bus fleet and Biocide treatment and sampling of Diesel Fuel tanks for bus maintenance facilities system-wide, as well as payment of invoices for all services rendered.

  • Directs the development and implementation of maintenance fleet campaigns and special projects for private carrier customers and operators.

  • Directs the development, implementation and monitoring of the Emergency Responder program, overview of the various fleet type operated by NJ TRANSIT and enhance overall safety in the event of an emergency to NJT Police and outside response personnel,

  • Directs and implements the daily operation of the Private Carrier Affairs ADA vehicle audit program to ensure compliance with all ADA standards and regulations. Develops and implements like programs for all Corporate Affairs Departments (Special Services and Access link).

  • Coordinates and manages the allocation of buses, mini vans and paratransit vans to private carrier contractors and operators.

  • Ensures the transfer of vehicles re-assignments and timely completion and delivery of transfer forms and vehicle maintenance records.

  • Directs the coordination of the delivery and allocation of new vehicles to private carrier contractors and operators and the transfer of retired vehicles.

This Position Supervises:

  • Quality Assurance Specialist

  • Chief Quality Assurance Specialist

Education, Experience, and Qualifications:

Minimum:

  • Ten (10) years managerial experience with particular emphasis in the areas of quality assurance, fleet maintenance or project management. Bachelor’s Degree may substitute for four (4) years of experience.

Preferred:

  • Bachelor’s Degree in technical discipline or equivalent

Knowledge and Skills:

Essential:

  • Knowledge of quality assurance standards and techniques, ISO 9000 Audit programs, federal and state vehicle maintenance design standards and regulations required.

  • Required to be well organized and possess excellent written and spoken communications skill, managing complex work load. Problem solving skills

Preferred:

  • Knowledge of vehicle and industry standards, NJ TRANSIT operational/maintenance procedures and policies, quality assurance, fleet maintenance practices and project management desired.

Working Environment:

  • Office environment with a moderate amount of field visits to NJ TRANSIT facilities Statewide (25%)

Physical Demands & Other Conditions:

  • General office environment style work, with a moderate amount of standing and working when performing field visits.
