Job/Position DescriptionProgram Specialist VThe Program Specialist V performs advanced senior-level coordination, technical assistance, policy, and administrative work related to the Mental Health Grant for Justice-Involved Individuals Program. Work includes facilitating routine and targeted technical assistance to promote effective program design and implementation. This position will provide subject matter expertise on behavioral health programs and initiatives, with particular emphasis on the continuum and delivery of behavioral health crisis, forensic and jail diversion services. This position will also work to address continuity of care issues in the behavioral health system and criminal justice system, which includes collaboration with local mental health authorities, local behavioral health authorities, county jails, state hospitals, and other local entities to ensure an individualand#146;s needs are addressed in the least restrictive environment.This position will have responsibilities related to assisting with the overall administration of the grant program including serving as a point of contact for grantees, revising statewide guidelines and performance contract language, and creating policy interpretation documents. Monitors grantee progress related to meeting programmatic performance metrics and outcomes. Assists in developing systems, processes, procedures, and forms related to the grant program. Provides technical assistance to grantees and identifies opportunities for training. Coordinates with internal agency and external stakeholders as needed.This position requires strong analytical and writing skills, attention to detail and is responsible for maintaining state of the art knowledge regarding recovery-oriented services and engagement and service delivery systems that support individuals in need of crisis, forensic and jail diversion services.Essential Job FunctionsAttends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.This position is focused on the implementation of the Mental Health Grant for Justice-Involved Individuals program within the Forensic, and Jail Diversion (FJD) Services Unit. The position will be responsible for implementing a routing and targeted technical assistance plan for all grantees. This team member will serve as subject matter expert, provide leadership, and perform highly technical work such as develop, update, revise products to support programs. This team member will implement evidence-based practices, make revisions to statewide guidelines and performance contract language, create policy interpretation briefing documents, and analyze program specific legislation. (30%)The position will participate in the development of rules, policies, and regulations and contracts related to the forensic and jail diversion service delivery system. This position will analyze complex policy implementation issues and create various documents and spreadsheets to provide education internal staff and external stakeholders.
